Can I view my site before propagation is finished?

No you cannot, you must first wait for your domain to propagate before viewing your website.
You can still access cPanel in the meantime by using the temporary cPanel link provided in the 'New Account Information' email which is automatically sent to you after the initial purchase of a web hosting account.
